    <content>&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;A man who press reports said survived Pakistan's military Gestapo, has accused the soldiers of the South Asian nation of forcing tribal women from Baluchistan into sex slavery.&lt;br /&gt;&lt;br /&gt;Munir Mengal, 32, chief executive officer of an aborted Pakistani television channel, in an interview with this scribe said his planned channel, called Baloch Voice, would have aired programs in his native Baluchi language about issues confronting Baluchistan.&lt;br /&gt;&lt;br /&gt; Mengal is from Baluchistan, a Texas-sized stateless region in southwest Asia that is divided among Pakistan, Iran and Afghanistan.&lt;br /&gt;&lt;br /&gt;Mengal, now living in Paris-- thanks to the Reporters San Frontieres-- was by profession a chartered accountant and living a comfortable life but decided to launch the television to give the Baluch a voice three years ago when he saw Baluch women sitting outside the Karachi Press Club on a hunger strike for many days, but the mainstream Pakistani media was not giving them any attention.&lt;br /&gt;&lt;br /&gt;The women were family members of Dr. Hanif Sharif, who was abducted by the intelligence agencies from Turbat in Baluchistan. Little, did Mengal know he would land in the same mess like Sharif and "disappear."&lt;br /&gt;&lt;br /&gt;As many as 900 Baluch activists are still missing in Baluchistan though a civilian government was put in place in Pakistan early last year.&lt;br /&gt;&lt;br /&gt;Mengal was abducted by Pakistan's Military Intelligence from Karachi airport some months later on his arrival from Bahrain in April 2006.&lt;br /&gt;&lt;br /&gt;The RSF said, "Mengal was arrested, physically and psychologically tortured, humiliated and robbed by members of the security forces, above all Military Intelligence. If Pakistan wants to put an end to such illegal and barbaric practices, justice must be done in this case, which has been the subject of a great deal of comment by the media and by leading figures in Pakistan and abroad."&lt;br /&gt;&lt;br /&gt;Other than physical torture, the mental torture faced was that he was forced to have sex with a kidnapped women from the Marri tribe. The Marris are one of the most militant tribes in Baluchistan and their tribal territory is believed to be rich in gas and oil. The tribe has been in the forefront of resistance against Pakistani rule in Baluchistan.&lt;br /&gt;&lt;br /&gt;Mengal was in a military torture cell in the military cantonment in Karachi for than nine months after his abduction, while his family kept on looking for him. "Sometimes the army officers would call my mother late in the night and tell her your son's body has been found at such and such place in such and such city," Mengal said. The mother would travel hundreds of miles to look for her son, but in vain.&lt;br /&gt;&lt;br /&gt;Mengal says he can't forget one of the worst moments nine months after his abduction by the Military Intelligence. &amp;ldquo;On 27th January, 2007 at 6 p.m. Major Iqrar Gul Niazi [Military Intelligence] called me in his office and showed me some nude pictures. And laughingly told me that you have been a director of a TV channel so certainly you have good relations with actresses.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;When he returned to his cell he found porn pictures strewn all over. Around 12 pm a low-ranking military officer, called subedar, brought a female there who was trembling and weeping in muffled voices. &amp;ldquo;He threw her on my body and told me 'You know what to do with her. You are not a child that we have tell you what to do with her.'&amp;rdquo;&lt;br /&gt;&lt;br /&gt;He said after half an hour the officer returned, and seeing them sitting apart, abused them and forcibly took off their clothes. Mengal said he was stunned when the woman began praying in the Baluchi language. She told Mengal her name is Zarina Marri and that she belongs to the Kohlu area, headquarters of the rebel Marri tribe, and scene of a bloody insurgency since 2005.&lt;br /&gt;&lt;br /&gt;She said she was a school teacher and that the army personnel had abducted her along with her one year old.&amp;ldquo;They accuse us for spying for the Baluchistan Liberation Army,&amp;rdquo; Zarina Marri said.&lt;br /&gt;&lt;br /&gt;In tribal Baluchistan even being forced into prostitution is considrered a taboo as it brings shame on the family. She begged Mengal to kill her. &amp;ldquo;I have been undressed several times for them.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Mengal said on his refusal to have sex, the intelligence officials inflicted cuts on his private parts. "I thought I would lose my manhood," he said.The RSF said it was appaled at Mengal's torture. "Munir Mengal's shocking and damning account should prompt Pakistan's civilian authorities to open an immediate investigation into the case," Reporters Without Borders said. "It is inconceivable that those responsible for this political abduction should be allowed to go unpunished."&lt;br /&gt;&lt;br /&gt;In a report last year, the U.S. State Department had cited the abduction of Mengal at the hands of Pakistan's secret services. The Amnesty International (AI) and Human Rights Commission of Pakistan (HRCP) say local people in Baluchistan are anguished and demand a greater share of the revenue generated by their resource rich province.&lt;br /&gt;&lt;br /&gt;According to Refworld, mouthpiece of the United Nations High Commission for Refugees, many Baluch civilians have been arrested and held incommunicado or summarily executed by the Pakistani security forces as part of their efforts to combat Baluchi separatism.&lt;br /&gt;&lt;br /&gt;There have been five guerila uprisings in Baluchistan since the territory was annexed by Pakistan on March 27, 1948&amp;mdash;seven months after the British left the Indian subcontinent divided in August 1947.&lt;br /&gt;&lt;br /&gt;Majority of Baluch want Baluchistan to return to its original status as it existed in Marh 1948.&lt;br /&gt;&lt;br /&gt;The latest uprising is still continuing after the Baluch resistance groups ended their unilateral ceasfire recently. In spite of documented proof of Pakistan army atrocities in Baluchistan, the British authorities declared the Baluchistan Liberation Army a terrorist outfit in August 2006.&lt;br /&gt;&lt;br /&gt;Two Baluch activists, Hairbyair Marri and Fazi Baluch, are facing a terror trial in a court in London on a charge of organizing the resistance. Baluch's lawyer Helena Kennedy recently told a jury calling the two terrorists would be akin to calling those who fought against Nazis during World War Two as terrorists.Out of harms way, Mengal is now crusading for Baluch rights from Paris.&lt;/p&gt;</content>

Overshadowed by these events, the regime is slaughtering in hidden the political prisoners who have been arrested long time ago in Balochistan. In the afteermath of the presidential election 19 Baloch prisoners have been executed after short trials in closed-door court rooms without having access to defence lawyers. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Three people were hanged on Sunday 31&lt;sup&gt;st&lt;/sup&gt; of May, three days after an explosion in Zahidan, the provincial capital of &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Balochistan&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;, &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Iran&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;. Their alleged charges were planning the attack and carrying out the explosion in the &amp;ldquo;Hosseiniye&amp;rdquo; adjacent to &amp;ldquo;Amirulmumeneen Mosque&amp;rdquo;. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;We have already disclosed these unjust killings in a comunique part of which is replicated here: The following is quoted from BBC&amp;rsquo;s Persian language service: &amp;ldquo;Iranian Official News Agency (IRNA) has quoted a&amp;nbsp; judge, whose name has not been disclosed, saying that the executed were not involved directly in the explosion but they had been arrested two days before the explosion occurred.&amp;nbsp;However, the accused were interrogated and trialled the night between the 30&lt;sup&gt;th&lt;/sup&gt; and 31&lt;sup&gt;st&lt;/sup&gt; of May, and were executed immediately after being charged for facilitating the explosion&lt;a href="http://us.mc1116.mail.yahoo.com/mc/welcome?.gx=0&amp;amp;.tm=1246893222&amp;amp;.rand=fn96cebd54lc0#_edn1" target="_blank"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span style="color: #0066cc; font-family: Verdana;"&gt;[1]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&amp;rdquo;. This rapid trial shows the unjust treatment of the Baloch people by the Islamic Republic of Iran. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;After this announcement, IRNA on the first of july quoted Ebrahim Hamidi, chief justice of Sistan and Balochistan: that 13 people were under trial charged for drug smuggling, hostage taking and rebellion against the &lt;a name="_ednref2"&gt;government&lt;/a&gt;&lt;a href="http://us.mc1116.mail.yahoo.com/mc/welcome?.gx=0&amp;amp;.tm=1246893222&amp;amp;.rand=fn96cebd54lc0#_edn2" target="_blank"&gt;&lt;span&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span style="color: #0066cc; font-family: Verdana;"&gt;[2]&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;. It specifically mentioned Mr Abdul Hameed Rigi who has been tortured to confess to have committed different kinds of crimes ranging from having had contact with Western countries to manslaughter and hostage-taking. His confessions were shown on the state run TV. For the second it was annoced that he would be trialed and executed.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;strong&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;On 14&lt;sup&gt;th&lt;/sup&gt; of July 13 of them were hanged in the prison in Zahidan and the regime aonnoced that Mr Abdul Hameed Rigi will also be executed later within some days. &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Twenty people were hanged in Rajai Prison in &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Karaj&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt; city on &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;2&lt;sup&gt;nd&lt;/sup&gt; June 2009&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;. According to Radio Balochi FM, three of them named Jamshed Khaleghdadi son of Gholam Mohammad, Najibullah Dardkashedeh Son of Mullah Safar and Khudabaksh Rigi were Baloch&lt;a name="_ednref4"&gt; &lt;/a&gt;&lt;a href="http://us.mc1116.mail.yahoo.com/mc/welcome?.gx=0&amp;amp;.tm=1246893222&amp;amp;.rand=fn96cebd54lc0#_edn4" target="_blank"&gt;&lt;span&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span style="color: #0066cc; font-family: Verdana;"&gt;[4]&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;According to &amp;ldquo;Hamoun&amp;rdquo; TV, local government TV station in Balochistan, two persons were hanged in central jail of Zahedan on 20&lt;sup&gt;th&lt;/sup&gt; June. They were charged for drug smuggling and were trialled in closed court sessions without having access to defence lawyers. Furthermore, their names were not announced as it is usual in cases where the victims are political prisoners but have been trialled as criminals. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;On 18&lt;sup&gt;th&lt;/sup&gt; of July Ebrahim Hamidi, Chief Justice cleric of Sistan and Balochistan annonced that two people were under trial and would be executed on charges of being members of Jundullah. He further said that they will be executed together with Abdul Hameed Rigi&lt;span style="color: #0000ff;"&gt;[5].&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;strong&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;For the third time the regime has anounced that Mr Abdul Hameed Rigi, either has been executed or will be executed. The Iranian government is playing with a man&amp;rsquo;s life and putting his family in constant disarray and agony. This act shows the unlimited desire of hatret of the Iranian government towards the Baloch people. &lt;span&gt;&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;These executions are indications of the discriminating and, possibly a racism-like policy of Iranian government in Balochistan. &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;We believe that Islamic Republic of Iran is committing seriuos crimes against the Baloch people that are equal to crimes against humanity. We therefore appeal to the international community and the human rights organizations to urge the government of &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Iran&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt; to:&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;strong&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;- Stop discrimination and racism-like treatment of the Baloch people,&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;![endif]--&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;The slain bodies of three Baloch leaders namely Mr Ghulam Mohammad Baloch chairman of Baloch National Movement (BNM) and his party fellow Mr Lala Muneer Baloch and Sher Mohammad Baloch of Baloch Republican Party (BRP) were found on the outskirt of Turbat city soon after their abduction by Pakistani intelligence service, ISI, on 3&lt;sup&gt;rd&lt;/sup&gt; of April 2009.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The circumstances under which these political leaders have been killed following their abduction shows the barbaric and violent attitude of Pakistani establishment toward the Baloch People.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;Mr Ghulam Mohammad as political leader of BNM was member of the committee which assisted the release of Mr John Solecki (Head of UNHCR in Quetta) from his kidnapers. The same committee was also due to investigate and conclude list of the Baloch men and women who have been kidnapped and are disappeared by &lt;em&gt;Pakistan security forces and&lt;/em&gt; the army intelligence agencies in order to facilitate safe release of these Baloch activists and their return to their families.&amp;nbsp;&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;This crime is an attempt by the perpetrators to stop release of the kidnapped and disappeared Baloch prisoners. At the same time, the aim is to weaken Baloch national struggle and deprive it from an effective political leadership.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;In recent years, Pakistani military and intelligence services have followed a systematic policy of targeted killing of the Baloch political leaders. This policy has failed since Baloch struggle for freedom and democracy has popular and genuine base amongst the masses in order to achieve national sovereignty for Baloch people.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;Balochistan Peoples Party strongly condemns murder of the well known Baloch political leaders. BPP also expresses its deepest sorrow and sympathy with families of Chairman Ghulam Mohammad Baloch, Lala Muneer Baloch and Sher Mohammad Baloch and the entire Baloch people.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;We demand that the international community and United Nations to:&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;1-&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Set up a committee to investigate this crime and to bring the perpetrators to justice.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;2-&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Put pressure on Pakistani authorities to stop its systematic oppression of Baloch people and its military operations in Balochistan.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;3-&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Facilitate immediate release of all political prisoners.&lt;/span&gt;&lt;/address&gt; &lt;address&gt;&lt;span style="color: #000000;"&gt;4-&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Establish a special committee to mediate in the conflict between the Baloch and Pakistani government&lt;/span&gt;&lt;/address&gt; &lt;address style="text-align: left;"&gt;&lt;span style="color: #000000;"&gt;5-&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Address the demand of the Baloch people for national sovereignty.&amp;nbsp;&lt;/span&gt;&lt;/address&gt;

&lt;p class="MsoNormal" style="margin: 0cm 27pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Presented by Nasser Boladai in a meeting in the Swiss Parliaments on behalf of Congress of Nationalities for a Federal Iran on 4&lt;sup&gt;th&lt;/sup&gt; June 2009&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Iran&lt;/span&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt; is a multi-national country, with several other major nationalities in addition to the Persians; namely the Ahwazi Arabs, Azerbaijani, Baloch, Kurd and Turkmen. These nations constitute more than 50% of Iran's total population, yet they continue to experience cultural, social and political discrimination.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The Iranian centralized government has effectively denied the country's many religious minorities and nationalities their cultural, linguistic, social rights, religious freedom. Thereby creating a system in which non-Persians and non-Shiites are discriminated against.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Ethnic and religious minorities, along with women, suffer marginalization and systematic discrimination, as successive governments have ensured their exclusion from power in the constitution. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The recent years have been witness to increased and extensive human rights violations in non dominant nationalities regions.&lt;span style="mso-spacerun: yes;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The suppression of none dominant nationalities in Iran are manifold.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;One of the grim faces of suppression is physical insecurity, which is manifested by the continued execution of members of none dominant nationalities particularly in Balochistan, Kurdistan and Ahwaz. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Suppression of the civil society and non governmental organizations is an integral policy of the current regime. One of its victim was Voice of Justice.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Its leaders were arrested and two of them, Mr. Yaghob Mehrnihad and Abdul Nasser, were executed after imprisonment and torture.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Some of the leaders are still in prison.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;One of the imprisoned is Mr. Ibrahim Mehrnihad, the younger brother of Mr. Yaghob Mehrnihad, who spent his eighteenth birthday in the prison. He has been sentenced to five years in prison for giving information to the media about his brother and other prisoners. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Another face of regime injustice is religious workers. Two religious workers were executed on the 9&lt;sup&gt;th&lt;/sup&gt; of April 2008, in Balochistan. Hundreds of other religious activists have been arrested and are still in prison in Iran. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;In the last two years two mosques and religious schools were destroyed and religious worker arrested.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;"Abu Hanifa Mosque," in Azimabad a suburb of the city of Zabol, was attacked and demolished on the 27th of August 2008 and its students and staff were arrested. On the 27th of October 2007, another mosque in the same district was attacked and destroyed by associates of the Revolutionary Guard in the Zabol area of Balochistan. The mosque was closed and its Imam, Hafez Mohammad Ali Shahbkhsh was arrested. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Members of Baha&amp;rsquo;i faith are particularly targeted, their basic human right are violated and they marked as traitor, blamed to have connection with foreign government hence are under constant persecution, by Iranian security forces. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;To achieve a federal Iran the Congress of nationalities, while organizing itself internally, is also trying to build an alliance for a transition to democracy and secularism; and the creation of a federal system based on parity of constituent part.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Iran&lt;/span&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;, as theocratic and patriarchal society, discriminates against women. Discrimination against women is institutionalized, and enshrined in the constitution.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Women activists are harassed and imprisoned.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The current Iranian regime does not allowing workers to freely build unions, in order to struggle for their class and social rights. Workers leaders are harassed and some are in prison, most notably Mansor Usanloo, Ebrahim Madadi and Mahmood Salhi.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Beside these sections, there are other groups, most notably student movements and organizations, who are struggling to achieve their rights.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;In this political environment each group is struggling to achieve its aim without any systematic and tangible cooperation.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Their lack of unity has made the regime&amp;rsquo;s job, to suppress each group, easier without having to confront them. In turn, this has made progress towards a transition to democracy difficult. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Our solution calls for a systematic and intensive political dialogue to develop a common agenda; in order to build a broad based democratic opposition committed to democracy, federalism, the allowance for secularism, self determination, sovereignty, gender equality, as well as the freedom of religion and speech. Such a broad based opposition should make democracy, gender equality, secularism, republican federal system based on parity of constituent part as its ground values.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The Federal structure should put an end to all kind of discrimination against non-dominant nationalities. The commitment should accommodate nationalities right so that it can build their confidence that the new structure will end all discrimination them based on nationality and religion. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The majority of the political parties of non dominant nationalities have joined together to build the Congress of Nationality for a Federal Iran.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;It is the largest political entity in Iran.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Some opposition groups among the Persian nationality have built several active organizations while other Persian groups have less active alliances; this indicates their different approaches and ideological differences.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;All of these alliances will be ineffective if they do not find a common ground to unite. Building a broad based alliance is the biggest challenge for the liberal, democratic and social democratic forces in the opposition. Building this alliance is essential to give confidence to people to join to a popular and peaceful uprising against dictatorship and economical hardship that people are facing in Iran.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;Although the various groups have different ideas on the scope of a federal system or how to adopt it to Iran&amp;rsquo;s particular situation, there are more similarities which make them natural allies against the current theocratic and absolutist regime in Iran. Each is committed to democracy, in the form of a liberal democratic system and some kind of federal structure, equality between genders and freedom of speech and religion.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;The lack of culture of political discourse in Iran, in the absence of systematic dialog between different alliances, has caused suspicion among the groups regarding the ultimate aim of the other one.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;To overcome their suspicions and to build a viable democratic alliance, group representatives have to start a systematic dialogue in the form of conference with the joint resolution and a time frame to come to some understanding and a political framework which unites them in pursuit of a&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;liberal democratic political system based on people sovereignty and self determination and a non-centralized power structure which accommodates non-dominate nationalities&amp;rsquo; aspiration for shared sovereignty and self rule.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&lt;span style="font-size: 12pt; font-family: Arial;"&gt;In conclusion, Iran as a multinational country, comprised of several nationalities, the democratic alliance should put the different nationalities on an equal footing.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Together, they should decide upon the future of Iran and how to solve the chronic internal crisis brought about by successive dictatorships. To chart the future course of Iran and both encourage and strategize non-violent change towards a peaceful, stable and secure country and a democratic, secular civil society CNFI sees &lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;it as vital to strengthen relations among the various national and religious groups within Iran; to promote democracy, social justice, federalism, rule of law, human rights, equal rights for women and protection of the rights of all ethnic and religious minorities including Baha'is, Christians, Jews, and Sunnis.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="margin: 0cm -18pt 0pt 0cm;"&gt;&amp;nbsp;&lt;/p&gt;

Iranian regime has brought more then 30000 fresh forces to Balochistan.&lt;br /&gt; &amp;nbsp;&lt;br /&gt; According to regimes own data the secret agencies and para military forces  either kidnapped or detained hundreds of Baloch people. &lt;p style="text-align: justify;"&gt;&lt;span style="font-size: x-small; font-family: Verdana;"&gt;On behalf of BPP (Balochistan People&amp;rsquo;s Party) we would like to draw your attention to the deteriorating situation in Western or Iranian held Balochistan where the Iranian military and intelligence forces are involved in killing of three Baloch Sunni clerics and their two associates.&lt;br /&gt;&lt;br /&gt;On Monday 10th of April 2006, three Baloch clerics, Molavi Nea'matulla Mirbalochzahi, Molavi Abdul Hakim Gamshadzahi, Molavi Abdullah Narooi and their two associates in a mysterious car accident have been killed. &lt;br /&gt;The so called accident has happened in a way that the target car traveling from Zahidan (provincial capital) has been hit by an empty unmarked bus which only was occupied by its driver and his assistant traveling from Kerman 500 kilometers away from Zahedan.&lt;br /&gt;&lt;br /&gt;Having experienced many times this way of opponents killings by the Iranian regime since a decade ago, the Baloch people are questioning this so called accident and holding the Iranian Intelligence services responsible for this dubious killing. &lt;br /&gt;&lt;br /&gt;When a journalist asked Mr. H. A. Sharyari who is a well known anti Baloch MP from Zhahidan of peoples suspicious about this accident, he replayed why should they use a bus to kill them while there are other easy methods to do such things (please see the web links below)&lt;br /&gt;&lt;br /&gt;It seems that this killing is linked with the threat of the Iranian interior Minister Mr. M. Pour Mahomadi and Mr. H. A. Sharyari who both are Shia Hezbollahi extremists and well known anti Baloch and anti Sunni figures which both recently have threatened and accused via Iranian official media the Baloch people for the killing of more then 22 Iranian high ranking intelligence officials by a militant Jondullah group.&lt;br /&gt;&lt;br /&gt;He even asked the interior Ministry and security forces to be tougher on Baloch people which seems that the interior Minister Mr. Pour Mahomadi has listened and sent extra 1500 of his loyal fighters to the region recently.&lt;br /&gt;&lt;br /&gt;The Iranian regimes politic in Balochistan is based on divide and rule policy. It has always during crisis situation used religious card to destabilize Balochistan.&lt;br /&gt;&lt;br /&gt;Since some of the Zabolis (Sistanis) in Balochistan are Shia, it has been always the policy of Iranian regime to play Shia and Sunni card in Balochistan in order to muddle the situation for the enforcement of the divide and rule policy. It discriminate Sunni Baloch in the job market and treat Shias with privileges, in all social spheres.&lt;br /&gt;&lt;br /&gt;Mr. M. Pour Mahomadi in a recent speech has said that because Zabolis are educated and loyal to the system are being used in high ranking position in Balochistan. Mr. Minister and his regime deliberately forget that in a civilized world it is the responsibility of the state to provide equal opportunities to all of her citizens regardless of religious and ethnical backgrounds.&lt;br /&gt;&lt;br /&gt;This is not the first time that Iranian regime is involved in the killing of Baloch politicians and Baloch clerics, the list is long one but we would like to be mentioned a few of recent era:&lt;br /&gt;&lt;br /&gt;* On February the 15th 1996 the disappearance and alleged execution of Molavi Ahmed Sayyad.&lt;br /&gt;&lt;br /&gt;* On March 4th 1996 Molavi Abdul Malek Mollahzadeh son of Molavi Abdulaziz, the most prominent Sunni cleric in Western Balochistan along with an associate Molavi Jamshidzahi were assassinated by agents of the Iranian regime in Karachi, Pakistan.&lt;br /&gt;&lt;br /&gt;* Molavi Ebrahim Damoni a well known anti regime cleric immediately after his release from a long held imprisonment killed in an arranged accident in Iranshahr. &lt;br /&gt;&lt;br /&gt;* Another Sunni cleric and high school teacher, Molavi Abdurrahman Alahverdi was arrested by the authorities in the Balochi town of Sarawan, so far his fate remains unknown.&lt;br /&gt;&lt;br /&gt;Nasser Boladai&lt;br /&gt;Spokesperson for Balochistan People's Party &lt;br /&gt;Nasser.Boladai@BalochPeople.org &lt;br /&gt;&lt;br /&gt;CC:&lt;br /&gt;Unrepresented Nations and Peoples Organization (UNPO)&lt;br /&gt;Amnesty International (London) &lt;br /&gt;Humanis Rights Watch&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size: small;"&gt;Three more Baluch activists are due to be executed in Iran in the next few days, according to Ebrahim Hamidi, Chief Justice of Sistan and Baluchistan province. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;Already, 19 Baluch political prisoners have been hanged since last month's rigged presidential election. &lt;br /&gt;http://www.commondreams.org/view/2009/06/28-10 &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;All were sent to the gallows after short, summary trials behind closed doors, without having access to defence lawyers and without any right to call witnesses or to appeal the death sentences.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;On one day last week, 14 July, the government of Iran executed 13 members of its Baluch ethnic minority. They were hanged by the barbaric slow strangulation method, which is endorsed by the country's dictator, Mahmoud Ahmadinejad. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size: small;"&gt;"The executions went ahead, despite pleas for clemency by Amnesty International. It says the executed men never received a fair trial," said human rights campaigner, Peter Tatchell. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"The evidence against the condemned men is disputed, with Baluch nationalists claiming they were framed for their political opposition to Tehran's domination of the Baluchistan region and its suppression of Baluch culture. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"Fourteen men were scheduled to be hanged but one condemned man had his execution deferred to allow him to be further interrogated, most likely under torture, in a bid to get him to incriminate others. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-size: small;"&gt;"The hanged men were alleged members of the PRMI (People's Resistance Movement of Iran), also known as Jondallah, a Baluch armed opposition group, which is campaigning against what they see as Persian and Shia Muslim oppression of their Baluch Sunni Muslim nation," added Mr Tatchell. &lt;br /&gt;&lt;br /&gt;"The men did not receive a fair trial and these executions must not go ahead," urged Malcolm Smart, Director of Amnesty International Middle East and North Africa Programme, just days before the hangings. "The Iranian authorities must abide by their international obligations to uphold human rights and guarantee fair trials, which is all the more essential in death penalty cases," he said. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;The 13 convicted defendants were hanged in the city of Zahedan, south-east Iran. They were sentenced for moharebeh - "enmity against God" - for allegedly participating in armed rebellion against the Tehran government and other offences, including drug smuggling, hostage-taking and contacts with western powers. Their alleged crimes are disputed by Baluch activists. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;According to Amnesty International:&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"Jondallah has carried out a number of attacks on Iranian government forces in Sistan-Baluchistan province, killing officials who were taken prisoner. Recently, Jondallah claimed responsibility for a suicide bomb attack on a mosque in Zahedan which killed as many as 25 worshippers. Amnesty International has repeatedly condemned such abuses. Most or all of those due to be executed tomorrow are believed to have been arrested before the attack on the mosque."&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"Their apparent arrest prior to the mosque attack casts doubt on their involvement in this atrocity. Moreover, the executed men's membership of Jondallah is also questionable," said Mr Tatchell.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"These executions are part of a pattern of intense repression Iranian Baluchistan. Human Rights Watch reported in March 2008 that an Iranian parliament member, Hossein Ali Shahryari, confirmed that 700 people were awaiting execution in Sistan and Baluchistan province, which is only one of Iran's 30 provinces. Many of those on death row are Baluch political prisoners. This staggering number of death sentences is evidence of the intense, violent ethnic repression that is taking place under the leadership of Mahmoud Ahmadinejad.&lt;br /&gt;http://hrw.org/wr2k8/pdfs/iran.pdf &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"The Iranian regime is notorious for framing political critics and opponents on trumped up charges of hooliganism, drug trafficking, terrorism, homosexuality and spying. The hanged men's guilt is therefore open to question. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"Student activist Meisam Lofti was executed in 2007, for example, on false charges of criminality, according to the International Federation for Human Rights (FIDH). &lt;br /&gt;http://www.fidh.org/IMG/pdf/ir2208uaa.pdf&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"In 2004, in the city of Neka, a 16 year old girl, Atefah Rajabi Sahaaleh, who had been raped several times, was convicted and executed for &amp;lsquo;crimes against chastity' and &amp;lsquo;adultery.' Her execution for adultery was particularly shocking, given that she was not married. Atefah's male rapist got 95 lashes. To avoid bad publicity and accusations that it executes minors, the Iranian dictatorship falsely claimed that Atefah was 22 at the time of her hanging. But her father was able to produce her birth certificate, proving that she was only 16 and thereby exposing the Tehran regime as liars and child killers. &lt;br /&gt;http://news.bbc.co.uk/1/hi/5217424.stm &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"The regime's dishonesty is also evidenced by its practice of torturing detainees to make them confess publicly to crimes they have not committed. &lt;br /&gt;&lt;br /&gt;"Some of the hanged Baluch men allegedly confessed to serious offences. But these confessions need to be treated with great scepticism. The Islamic Republic of Iran has a long history of extracting false confessions from innocent prisoners who have been subjected to prolonged torture. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;Roxana Saberi, an American-Iranian journalist who was arrested in Tehran in 2009, was forced to confess to spying. After her release, she confirmed that she had been pressured by threats and menaces to confess to criminal acts that she had never perpetrated. &lt;br /&gt;http://news.bbc.co.uk/1/hi/world/middle_east/8000522.stm &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"The Baluch people are systematically oppressed for seeking equality of rights and opportunities with other Iranians. Baluch human rights campaigners report that under the constitution of the Islamic Republic, and under other laws passed by the Iranian parliament, Sunni Muslims are prohibited from becoming supreme leader, president, minister, deputy minister, army general, ambassador, or any other high state official. The official religion of the Iranian state is Shia Islam. &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="font-size: small;"&gt;"The Sunni Muslims of Baluchistan are deemed a political and religious threat to the state. They are a persecuted ethnic and faith minority. Those who express their Baluch identity and campaign for human rights risk arrest, imprisonment, torture and execution," said Mr Tatchell. &lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span style="font-size: 12pt; font-family: &amp;quot;Times New Roman&amp;quot;,&amp;quot;serif&amp;quot;; mso-ansi-language: EN-GB;"&gt;On the 13 the regimes security forcess attacked home of 7 more teachers in the city of Zahidan and arrested them some have been identified by, &amp;ldquo;Organization of Human Rights Activists of Iran&amp;rdquo;, &lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;as Mohmmad Saleh Eslamzahi son of Atah Mohammad and his 17 years old son Mehdi Islamzahi, and Alim Jangizahi Teacher in the Bagher Khan School &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 12pt; font-family: &amp;quot;Times New Roman&amp;quot;;"&gt;Denying access to information and prohibiting the families to visit them and also threatning them to keep silent indicate that they are under psychological pressure and being tortured physically. Judging from the recent arrests and executions by the Iranian regime in Balochistan it is certain that these teachesr will also be forced to confess and then will be convicted without having access to lawyers and behind closed court rooms. In the past, the regime has arrested and convicted political opponents under the false charges of drug trafficking or rebellion against the state. &lt;/span&gt;&lt;/p&gt;

These protests paraded hateful slogans like &amp;ldquo;&lt;span style="color: #000000;"&gt;Death to Wahabis, Death to Sag Sunni (Dog Sunni), Damn to Omar (2&lt;sup&gt;nd&lt;/sup&gt; Khalifa)&amp;rdquo; and went so far as to even burn and raze some Baluchi shops and businesses in the area. The &lt;/span&gt;discrimination and humiliation which the Baluch endured crystallized in the devastating events of May 28&lt;sup&gt;th&lt;/sup&gt;, 2009, when Baluchi militants bombed a Shiia &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;mosque occupied by IRGs, hostile militia and Shiia protestors while were chanting slogans against Sunnis.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 115%; TEXT-ALIGN: left"&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-size: small; font-family: arial,helvetica,sans-serif;"&gt;So far 17 young Baluch have been reported killed in street clashes with the security forces and more than 500 Baluchis were arrested&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;after a demonstration took place in the streets of Zahidan&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;the Capital City of Balochistan against the mistreat and humiliation of their religious leader by the security and intelligence forces.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 115%; TEXT-ALIGN: left"&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-size: small; font-family: arial,helvetica,sans-serif;"&gt;The detainees are currently held without being charged or any substantial evidence while the Iranian government has warned that these prisoners will face the maximum penalty for their crimes, despite the lack of incriminating data. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 115%; TEXT-ALIGN: left"&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-size: small; font-family: arial,helvetica,sans-serif;"&gt;Further exacerbating these religious and ethnic tensions, the regime publicly hanged 3 Baluch civil activists (who have been in jail months prior to the current events) accusing them of the bombing, only 36 hours after the violence.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 115%; TEXT-ALIGN: left"&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-size: small;"&gt;&lt;span style="font-family: arial,helvetica,sans-serif;"&gt;&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;Iranian officials have also pointed fingers at the United States, saying that the &amp;ldquo;terrorists were equipped by America&amp;rdquo;, charges that officially denied by the US. These accusations are consistent with past allegations by Iranian governments to attribute any opposition or resistance by Iranian people to foreign powers and to mask the Islamic Republic&amp;rsquo;s oppressive and repressive policies and practices against Iranian Baluch and Sunnis. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; LINE-HEIGHT: 115%; TEXT-ALIGN: left"&gt;&lt;span lang="EN-GB"&gt;&lt;span style="font-size: small;"&gt;&lt;span style="font-family: arial,helvetica,sans-serif;"&gt;The events of the last two weeks have displayed tragic violence as well as blatant ethnic and religious discrimination against the Baluch and Sunnis. Unfortunately, more of the same can be expected in the future in other oppressed ethnic regions of Khuzestan (Arabistan), Kurdistan, Azerbaijan, Turkmenistan and Lurestan. The Baluchi people along with Ahwazi-Arabs, Kurds, Azeri Turks, Turkmen and Lurs have been deprived of basic freedoms and have witnessed the enforcement of discriminatory laws since the revolution of 1979. The Iranian government has left Baluchistan as one of the poorest provinces in the country, going so far as to halt economic development in the area by building a wall between Iranian Baluchistan and Pakistani Balochistan, cutting off trade in the region. The Baluchi along with other Non-Persian ethnic groups have been excluded from participating in positions of political power despite their making up well over 50% of the country&amp;rsquo;s population and have suffered constantly under the current Iranian regime.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="bold" style="margin: 5pt 12pt 5pt 25.3pt;"&gt;&lt;span style="mso-ansi-language: EN-GB;" lang="EN-GB"&gt;&lt;span style="font-family: Times New Roman;"&gt;&lt;span style="font-size: small;"&gt;Mr Arjomandi is a Baloch from western Balochistan, Iran, and has been living in Norway and has Norwegian citizenship. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="bold" style="margin: 5pt 12pt 5pt 25.3pt;"&gt;&lt;span style="mso-ansi-language: EN-GB;" lang="EN-GB"&gt;&lt;span style="font-family: Times New Roman;"&gt;&lt;span style="font-size: small;"&gt;Pakistani and Iranian governments have extradition treaties that allow them to exchange prisoners. These treaties have been used by both countries in the last decades to exchange Baloch political opponents across borders of the two countries.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="bold" style="margin: 5pt 12pt 5pt 25.3pt;"&gt;&lt;span style="mso-ansi-language: EN-GB;" lang="EN-GB"&gt;&lt;span style="font-family: Times New Roman;"&gt;&lt;span style="font-size: small;"&gt;The Iranian and Pakistani Governments have in fact increased their mutual cooperation to extradite Baloch political and human rights activists due to intensified activities of Baloch people for self-determination and sovereignty in both countries.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="bold" style="margin: 5pt 12pt 5pt 25.3pt;"&gt;&lt;span style="mso-ansi-language: EN-GB;" lang="EN-GB"&gt;&lt;span style="font-family: Times New Roman;"&gt;&lt;span style="font-size: small;"&gt;We are concerned for the life and safety of Mr Ehsan Arjomandi and fear that like the Iranian regime, the ISI will use harsh tortures to obtain fabricated confessions and incorrect information. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p class="bold" style="margin: 5pt 12pt 5pt 25.3pt;"&gt;&lt;span style="mso-ansi-language: EN-GB;" lang="EN-GB"&gt;&lt;span style="font-family: Times New Roman;"&gt;&lt;span style="font-size: small;"&gt;The Balochistan Peoples Party (BPP), asks the international community and especially Norway to put pressure on the Pakistani government to release Mr Ehsan Arjomanid as soon as possible. We also request the Norwegian government to take immediate actions in order to defend the rights of its citizen Mr Arjomandi and protect him from jail, torture and forced confessions. Furthermore, the illegal arrest and restrictions imposed by Pakistani and Iranian governments on foreign nationals should be condemned. We look forward to seeing the appropriate actions in this matter. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

The bus carrying Mr Arjomandi was stopped by unknown people and he was removed from the bus and was transferred to a pick-up without plate number. This method of arrest in day light and in public places is characteristic of Pakistani Intelligence Service known as ISI.</description>

&lt;p&gt;Dress is one of the most important representations of the uniqueness of a nation. Cute Pashk is one of the connecting aspects of the people of Baluchistan, along with land, language and history. I remember, lately I was in Tokyo, Japan; I saw how Japanese girls were proud of their traditional dress KIMONO.&lt;/p&gt;
&lt;p&gt;I still remember when I checked in Imperial Palace Hotel in Tokyo, right across the Emperor Palace around GINZA, first thing I noticed, girls wearing cultural KIMONO, at the reception, even university convocation was also being held at the hotel, every one was in traditional KIMONO. My host informed me that traditional dress means a lot to people, it connects everyone, binds the nation; it is the power of dress that plays a role of common unifying factor of nationhood.&lt;/p&gt;

&lt;p&gt;Lately, Slumdog Millionaire movie premier attracted millions, even I during my recent US visit, almost in top 5 States, 90% of cinema halls were playing Slumdog Millionaire. When I saw famous Shabana Azmi in Balochi dress at the movie premiere , it was like a fresh air to me, soothing to eyes and satisfying moment to see cute Pashk &amp;lsquo;Balochi Dress&amp;rsquo; going Bollywood. At this juncture of historic struggle of Baloch nation, this picture means a lot to all of us. I remember many of my close friends forwarded and shared the picture with sheer joy and pride.&lt;br /&gt;&lt;br /&gt;Shabana was wearing the dress, is called Kalati Doch, and it is a Tarho/Tadho (Tarho means the Chageen/embroidery is made on canvas then fitted on the shirt) This Kalati Tarho, of Shabana Azmi, is an old and traditional in design. Its front pocket is called Goptaan or Pandol.&lt;/p&gt;
&lt;p&gt;There are several types of doch (balochi embroidery done on pashk). There&amp;rsquo;s Kapnaal doch, Rind doch, Banor-e-Ans (Bride&amp;rsquo;s Tear), Gul -e- Kantuk, Badshah-e-Taj (King&amp;rsquo;s Crown), Taidok, Pazep, Neza, Chandan-e-Haar, Gul-e-Nimash, et al&lt;br /&gt;&lt;br /&gt;The patterns on Balochi dress seems artistic and unique in nature, I wish the art survives and cute Pashk attracts many more all around.&lt;/p&gt;
&lt;p&gt;All simply gives me joy and pride.&lt;/p&gt;

&lt;div&gt;What is the adjective of "Baloch" in English? Our land is called Balochistan, that point is clear. We live in Balochistan. We speak Balochi, we have several Balochi dialects, we weave Balochi carpets, we ride Balochi camels, we give Balochi names to our children. We read Balochi poetry which is published, say, by the Balochi Academy.&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;However, I have also noticed that often "Baloch" is used as the adjective:&lt;/div&gt;
&lt;div&gt;&lt;br /&gt;&lt;/div&gt;
&lt;div&gt;Baloch cultural tradition&lt;br /&gt; Baloch Students' Organisation&lt;br /&gt; Baloch authors&lt;br /&gt; Baloch ethnicity&lt;br /&gt; Baloch nationalism&lt;br /&gt; Baloch National Movement&lt;br /&gt; Baloch men&lt;br /&gt; Baloch ethnic group&lt;br /&gt; &lt;span id="lw_1232308475_3" class="yshortcuts" style="border-bottom: medium none; background: transparent none repeat scroll 0% 50%; cursor: pointer; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;"&gt;Baloch people&lt;/span&gt;&lt;/div&gt;
&lt;div&gt;&lt;br /&gt; And what about the noun? Am I a Baloch or Balochi? Are my parents Baloch, Balochs, Balochis or Baloches?&lt;/div&gt;
&lt;div&gt;&lt;br /&gt; &lt;strong&gt;Baloch&lt;/strong&gt;: Baloch is generally known as a noun. The native people who live in Balochistan are called Baloch. Generally Baloch people speak Balochi, but even if native people can't speak Balochi, they are still called Baloch. They can migrate and live in other parts of the world. They can still refer to themselves as Baloch. So, I believe that it is now accepted that "Baloch" is noun in this context.&lt;br /&gt; Mistakenly, some non-Baloch scholars use the word "Balochi", instead of "Baloch" when referring to people of Balochistan. For instance, they may say: "Baaraan is Balochi". It is wrong. "Baaraan is a Baloch" is the right expression. One may say that "Baaraan is a Balochi name", which is a correct phrase to say.&lt;/div&gt;

&lt;div&gt;
&lt;div class="Ih2E3d"&gt;&lt;br /&gt; So, I am a Baloch, not Balochi (likewise, Hazhaar is a Kurd. Hazhaar is a Kurdish name. But saying "Hazhaar is a Kurdish" is a rather an inaccurate expression).&lt;br /&gt;&lt;/div&gt;
On many occasion, the article "the" is used before "Baloch", when we refer to people of Balochistan (in national adjective usage). For instance, national adjectives ending in "ch" or "sh" e.g. the Dutch, the Spanish, the Welsh (see The Oxford Library of English Usage, Chapter I, 1990. Similarly we can say "the Baloch" etc. Other parallel examples:Javier is a Spaniard. He speaks Spanish. He eats Spanish food. He is a Spanish person. (But although one may say that "He is a Spanish", the more accurate way is to say it is "Javier is a Spaniard", instead of "Javier is a Spanish. The same applies for Scot (native Scottish person from Scotland) etc.Please remember that there is not a universal rule about this issue. e.g. " Shah Latif was a Sindi (Sindhi). He spoke Sindi (Sindhi) and he was from Sind (Sindh). As you see in this case the word "Sindi" is used both as the noun for naming people from Sind and the language.As for Plural version of the word "Baloch", there is no universal accepted form. Some people use "Balochs", other use "Baloches". Increasing number of people use "Baloch" as both &lt;span id="lw_1232308475_4" class="yshortcuts" style="border-bottom: 1px dashed #0066cc; cursor: pointer;"&gt;singular and plural&lt;/span&gt;. In my view, using "Baloch" as both singular and plural is somehow a better way to use it. A parallel in &lt;span id="lw_1232308475_5" class="yshortcuts"&gt;English language&lt;/span&gt; is the=2 0word "Dutch" (people and language of Holland). When referring to people from Holland, they are called "Dutch", whether one or many people. I have never seen expressions such as "Dutchs" or "Dutches". I think it looks nicer in a sentence to use "Baloch" as both &lt;span id="lw_1232308475_6" class="yshortcuts" style="border-bottom: medium none; background: transparent none repeat scroll 0% 50%; cursor: pointer; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial;"&gt;singular and plural form&lt;/span&gt;. One can understand from the sentence, whether we talk about one person or many. It is a personal preference, but words "Balochs" or "Baloches" do not appeal to me. I rather use "Baloch" only. (Some people may write it as "Baluch", "Balouch" etc. Again "Baluchs/Baluches" or "Balouchs/Balouches" do not sound "attractive".Balochi: Anything related to the Baloch (people from Balochistan) can be described as Balochi. It can have genitive form or simply used as an adjective.&lt;/div&gt;
&lt;div&gt;
&lt;div class="Ih2E3d"&gt;&lt;br /&gt; Languge of the Baloch is called &lt;strong&gt;Balochi&lt;/strong&gt;. Not only, we the Baloch, call it "Balochi", but every other non-Baloch person also calls it "Balochi". At least, there is unanimous acceptance about this issue. There are still variations in spelling "Balochi" such as "&lt;span id="lw_1232308475_7" class="yshortcuts" style="border-bottom: 1px dashed #0066cc; cursor: pointer;"&gt;Baluchi&lt;/span&gt;" and "Balouchi". But it is not a big issue.&lt;br /&gt; "Balochi" is mainly used as an adjective e.g. "Balochi dress", "Balochi book", "Balochi dance", etc. "Baloch" cannot be used in the same context. It is, however, to be noticed when one refers directly to people, i.e. the Baloch, it is rather use "Baloch" not "Balochi" in any compound nouns. e.g.&lt;br /&gt;&lt;/div&gt;
Baloch Students' Federation (not Balochi Students' Federation) as it refers to Baloch people (in this case, students). Also=2 0"Baloch women" but NOT Balochi women (again Baloch refers to people, women) etc.In the meantime, there is a need for a flexible approach towards this issue, as there is no standard/universal rule especially with regards to "Baloch", "Balochi" etc. The same applies to Balochi orthography (both in Persian/Urdu and Latin/English alphabets). At this stage, there is no excuse for exclusion of any approach, style and preferences. As for various dialects of &lt;span id="lw_1232308475_8" class="yshortcuts"&gt;Balochi language&lt;/span&gt;, there is an even greater need for flexibility. All Balochi accents should be encouraged both orally and in written forms.&lt;/div&gt;</content>

&lt;p&gt;I come from the land of the Baloch people, Balochistan. To understand the Baloch women I have to give you a brief introduction of her motherland.&lt;/p&gt;
&lt;p&gt;Balochistan is presently form part of three territorial states of Iran, Afghanistan and Pakistan. The country is strategically situated at the eastern flank of the Middle East, linking Central Asian states with the Indian subcontinent and the Indian Ocean. The Baloch land in all practical and strategic purpose has served as a buffer zone between ancient empires and during last few centuries between the Russian possession in central Asia and British India. The country has been a trade route for ancient peoples of central Asia and India and the Middle East.&lt;br /&gt;Some estimates put the Baloch population about 20 million, over four million living in Iran[1], about two million in Afghanistan and 14 million in Pakistan.&lt;/p&gt;
&lt;p&gt;The present day Balochistan is being deprived of basic socio-cultural and political rights of its people by Afghanistan, Iran and Pakistan These states are basically being governed not by civilized rule of political and cultural behavior but mostly in the name of religion distorting facts of history and denying the national minorities their minimum political and cultural rights allowed by the various conventions of United Nations. &lt;br /&gt;&lt;br /&gt;Our topic is female emancipation, how can the Baloch women find a better future for herself. She is by international law, article 18 of the United Nations Declaration of Human Rights given the right to freedom of thought, conscience and religion.&lt;/p&gt;
&lt;p&gt;The Declaration on the rights of Indigenous peoples gives her the right to unrestricted self-determination, an inalienable collective right to the ownership, use and control of lands, territories and other natural resources.&lt;/p&gt;
&lt;p&gt;But in reality she lives in the most undeveloped region where illiteracy is high and access to clean water a is privilege. &lt;br /&gt;The Iranian government have forbidden the Balochi language in public and formal places. Baloch children are deprived of using their mother tongue as the medium of instruction at schools. This create alienated feeling with young Baloch people who do not feel represented in the society they live in&lt;/p&gt;
&lt;p&gt;By the time Balochistan was annexed to Iran, the British had long since introduced opium to the Balochistan region. However, compared to other areas of Iran, its use was limited to a handful of tribal leaders, mostly in the Sistan area of Balochistan.&lt;br /&gt;When the Pahlavi regime was forced out of power by the Islamic Revolution, drugs were a growing problem in Balochistan and heroin had already been introduced to the society. &lt;br /&gt;The Islamic Revolution and the new rulers, many of whom were newcomers to power and set out to become rich quickly, saw drug trafficking in Balochistan as a fast and easy way to make a fortune. Balochistan's geographic location next to Afghanistan, where opium was grown, and Pakistan, where heroin was produced, made it ideal for these new officials, none of whom were local or Baloch. &lt;br /&gt;The new rulers in Tehran turned a blind eye to these drug lords, who were government officials or their close associates, and concentrated their fight on petty drug dealers. They deliberately mixed the fight against drugs with the suppression of the Baloch national movement.&lt;br /&gt;These obstacles are killing the spirit of the Baloch woman. &lt;br /&gt;The governments of Iran and Pakistan are now targeting the Baloch woman as a way to kill the Baloch nationalism. &lt;br /&gt;Ms. Zarina Marri, a 23-year-old schoolteacher from Balochistan province, was arrested in late 2005, she has been held incommunicado in an army torture cell at Karachi, the capital of Sindh province. She has been repeatedly raped by the military officers and is being used as a sex slave, to induce arrested nationalist activists to sign state-concocted confessions. One man, who was arrested by a state agency and kept in military torture cell almost for nine months, narrated the story of this young woman to Reporters Without Borders, the International Red Cross; and at Woolwich Court in London. The current whereabouts of the young woman are not known. It has been asserted that women who are fighting for the greater autonomy of Balochistan are being arrested by the state agencies and being forced into sex slavery in their custody.&lt;/p&gt;
&lt;p&gt;She needs access to education because the Baloch woman is the future of Balochistan as it is she who passes on the linguistic education to the new generation and she is the heart of the culture. &lt;br /&gt;She needs to be in control of the natural resources of her land so that the Baloch society can bloom in prosperity. &lt;br /&gt;She has to be incorporated in the constitution of her country as a First class citizen. &lt;br /&gt;In another world Baloch woman is protected by the United Nations declaration of Human rights.&lt;br /&gt;In another world the Baloch woman is enjoying the right to communication in her own mother tongue. &lt;br /&gt;In another world the Baloch woman would freely benefit from her Ethnical belonging.&lt;/p&gt;
&lt;/p&gt;

    <content>&lt;p style="text-align: justify;"&gt;ISLAMABAD: A whopping Rs 14.154 billion Central Zakat Fund (CZF) lapsed during the fiscal 2006-07, says the Auditor General of Pakistan (AGP) report.&lt;br /&gt;&lt;br /&gt;The Central Zakat Council (CZC), overseen by the Religious Affairs, Zakat and Ushr Ministry, manages the CZF created for distribution of Zakat to Northern Areas, Islamabad Capital Territory (ICT), nationwide health institutions, national level calamity/emergency relief services etc.&lt;br /&gt;&lt;br /&gt;Punjab&amp;rsquo;s share in the CZF is 57.36 percent, Sindh&amp;rsquo;s 23.71 percent, NWFP&amp;rsquo;s 13.82 percent and Balochistan&amp;rsquo;s 5.11 percent.&lt;br /&gt;&lt;br /&gt;During the year 2006-07, the CZF totaled Rs 19.509 billion out of which the total disbursements/ expenditures were of Rs 5.354 billion. This way, Rs 14.154 billion Zakat funds remained unutilized and thus, lapsed, the AGP report says.&lt;br /&gt;&lt;br /&gt;The auditors also pointed out irregularity of Rs 16.707 million in purcha&lt;img style="float: left; margin: 11px;" title="rupee.jpg" src="/images/189.jpg" alt="rupee.jpg" width="460" height="183" /&gt;se of medicines by the health welfare committees (HWCs) of Chandka Medical College and Hospital, Larkana; Jinnah Postgraduate Medical College and Hospital, Karachi; Services Hospital, Lahore; Khyber Teaching Hospital, Peshawar; Fauji Foundation Hospital, Rawalpindi; and Sindh Institute of Urology and Transplant, Karachi without open competitive bidding/tenders.&lt;br /&gt;&lt;br /&gt;The AGP detected an unlawful expenditure of Rs 3.5 million by the HWC of Chandka Medical College Hospital on treatment of patients without determining their istehqaq (being deserving) by the Local Zakat Committees (LZCs).&lt;br /&gt;&lt;br /&gt;It was also observed that during the year 2006-07, the HWCs of Chandka Medical College and Hospital, Larkana; Lahore General Hospital, Lahore; and Punjab Institute of Cardiology, Lahore unjustifiably adjusted Rs 1.328 million medicine bill in the next fiscal year.&lt;br /&gt;&lt;br /&gt;The auditors said the HWCs of Lahore General Hospital and Mayo Hospital, Lahore irregularly purchased Rs 0.618 million worth of medicines without availability of sufficient Zakat funds for the purpose. The expenditures were to be adjusted in the next year, they said.&lt;br /&gt;&lt;br /&gt;They also observed that the HWC of Civil Hospital, Karachi, illegally transferred Rs 0.1113 million Zakat funds to its accounts; the HWC of IRNUM Hospital, Peshawar paid Rs 0.218 million to a medicine supplier in cash instead of crossed cheque, as has been prescribed in the rules; the HWC of Civil Hospital, Sibi, retained unspent balances of Rs 0.202 million to the CZF, and the HWC of Civil Hospital, Karachi didn&amp;rsquo;t return the unutilized medicines to the supplier resulting in an irregularity of Rs 0.156 million.&lt;br /&gt;&lt;br /&gt;The AGP recommended that the principal accounting officers (PAOs) concerned get the unspent balances refunded to the CZF by the hospitals, check payment of Zakat bills of one year from the budgetary allocations of the next year and ensure refund of the funds illegally transferred to the hospital accounts.&lt;br /&gt;&lt;br /&gt;The auditors also pointed out that the HWCs didn&amp;rsquo;t properly maintain record like register of deserving patients and cash books and that Zakat administration&amp;rsquo;s internal audit departments are understaffed, short on qualified and experienced auditors, without audit plans, reporting channels and follow-up mechanism. They also complained that in certain cases the record was not produced before the auditors, response to audit paras was slow, and the administrations didn&amp;rsquo;t arrange meetings of the Departmental Accounts Committees (DACs) on time.&lt;br /&gt;&lt;br /&gt;The auditors asked the PAOs to ensure creation of a mechanism of management controls to prevent unauthorized practices and improper use of Zakat Funds, enforcement of regulatory frameworks in the organizations, capacity building of the staff to effectively implement Zakat system, arrangements for prompt refund of Zakat fund and regular internal audits before statutory audit.&lt;em&gt;&lt;/em&gt;&lt;/p&gt;</content>

    <content>&lt;p&gt;130 security forces and militias have been killed in a suicide bombing yesterday in Zahidan, the capital of Baluchistan, claimed The People&amp;rsquo;s Resistance Movement of Iran, Jondollah, while the latest reports by the official Iranian news agencies say that only 30 men have been killed and 182 have been injured in the incident.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The People Resistance Movement of Iran, Jondollah, claimed that this incident has been organised in response to one week of Omar Denunciation Ceremonies which the fanatic Shias and security forces organised to curse Omar, the second Caliph, whom they blame for killing Fatema, the daughter of Prophet Mohammad.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;The false and fabricated narrative has been officially recognized in Iran as a fact and therefore, Iranian authorities have initiated a large number of denunciation ceremonies in which the second Caiph is cursed by the speakers and audience; even though Ayatollah Khamenaei, the Supreme Leader of Iran, announced 3 weeks ago that any action that may generate divisions among Moslems is treason.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The Shia leaders and followers are famous for what they call Taghiya, which means lying for the sake of Islam but now it has been turned in Iran as an official way of misleading and deceiving the public and opponents, saying something in the public and doing something else.&lt;span&gt;&amp;nbsp; &lt;/span&gt;If the supreme leader really believed in what he said, organising such incidents should have been prohibited by law and if anybody acted against the law, should have been arrested and tried for generating severe divisions among Moslems.&lt;span&gt;&amp;nbsp; &lt;/span&gt;These Omar Denunciation Ceremonies have been taking place all over Iran and have seriously insulted the beliefs of Sunnis all over the world.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;The Iranian officials blamed the United   States of America for hiring terrorists who carried out the suicide bombing while the Jondollah categorically rejected this claim and announced that it has not any kind of relationship or any kind of support by the United States of America or any other country.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Jondollah claimed that this action was in response to systematic and regular insults to the beliefs of Sunni Muslims in Iran and wide discrimination against the Baluch people.&lt;span&gt;&amp;nbsp; &lt;/span&gt;They also rejected the government&amp;rsquo;s claim that they were a terrorist organization and said in a statement that they were a defensive organization that acted according to international law of self-defence by the same strategy and equipments the Iranian governments are using against them.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;The Iranian official media reported that those who were responsible for the bomb blast have been arrested and they have confessed that they had plans to carry out similar missions in other provinces of Iran.&lt;span&gt; &lt;/span&gt;The government announced a few weeks ago that they had arrested several students from Amir  Kabir University in Tehran who had some kind of contacts with Jondollah.&lt;span&gt;&amp;nbsp; &lt;/span&gt;If this claim is true, it indicates that the Jondollah has reached new capabilities for extending its membership and military operations well inside, Tehran, the capital of Iran.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;The Jondollah also claimed that several religious leaders and hundreds of Baluch youth have been killed or hanged by the Islamic Republic of Iran just for their beliefs after severe and long tortures.&lt;span&gt; &lt;/span&gt;The Islamic Republic of Iran has destroyed several Sunni mosques and has hanged several top religious leaders of Sunni people in Iran.&lt;/p&gt;
&lt;p class="MsoNormal"&gt;The Baluchistan province is located in the south east of Iran.&lt;span&gt; &lt;/span&gt;There are 3.5 million Baluch people in Iran who live under extreme poverty.&lt;span&gt; &lt;/span&gt;According to the official figures 76% of them are living under poverty line.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The governments of Iran have systematically discriminated against them in the last 30 years.&lt;span&gt;&amp;nbsp; &lt;/span&gt;All the high officials, security forces and have brass have been brought in Baluchistan from other provinces.&lt;span&gt;&amp;nbsp; &lt;/span&gt;There is no any high official from the Baluch community in their own cities and in any part of the country.&lt;/p&gt;</content>

The Iranian Army using helicopter gun ships and air strikes to bomb villages in mountain areas.&lt;br /&gt;&lt;br /&gt;According to the news media reports and our credible Baloch sources within the area, more than 18 people have died and some have been injured, majority of them are shepherds and farmers in remote areas. The operation is still going on. Besides these innocent Baloch killings, the Iranian secret agencies have also either kidnapped or detained hundreds of Baloch people.&lt;br /&gt;&lt;br /&gt;The current army operation is triggered by the murder of 12 people near the Kerman-Bam highway by unidentified elements. The Iranian regime accused a Baloch militant organization named Jundallah which repeatedly has been denied and strongly denaonced by Jondollah organization. &lt;br /&gt;&lt;br /&gt;The Iranian clerical regime exploiting this incident and taking revenge on the oppressed Baloch people as it has always done in the past incedents.&lt;br /&gt;For more than half a century political oppression, economical and social injustice against Baloch people has been institutionalized in Iran. Baloch in Iran are continuously being harassed and suffering from this clerical regime, where regime's brutal operations have always aimed to punish Baloch people collectively.&lt;br /&gt;&lt;br /&gt;Balochistan People&amp;rsquo;s Party believes that the killing, extrajudicial detention, torture and kidnapping of Baloch people in Iran, are grave human rights violations and ask the world community to pressure the Iranian regime, his military and secret agencies to stop the current army operation against the Baloch people.&lt;/span&gt;&lt;/p&gt;

N. official and worker, John Solecki. He was kidnapped by gunmen in Quetta city of Pakistan while they killed his driver, Monday 9th Feb 2009 [1].&lt;/p&gt;

&lt;p&gt;The Persian-English bulletin was published at the start of the 12th phase of Burnt City archeological excavations. &lt;br /&gt;&lt;br /&gt;The 5,000 year-old eye was unearthed two years ago and is believed to be the ol&lt;img style="float: left; margin: 11px;" title="ebrahimpour_zabol_2009_large.jpg" src="/images/226.jpg" alt="ebrahimpour_zabol_2009_large.jpg" /&gt;dest prosthetic in the world. &lt;br /&gt;&lt;br /&gt;Made of natural tar and animal fat, the eye was placed inside the left eye socket of a 28- to 32-year-old woman. &lt;br /&gt;&lt;br /&gt;A leather pouch was also found beside the female skeleton appears to have been used to keep the eye when it was removed. &lt;br /&gt;&lt;br /&gt;The 5000-year-old Burnt City is located near the northeastern city of Zabol and spans an area of over 300,000 hectares. &lt;br /&gt;&lt;br /&gt;Four civilizations have lived in the city which was burnt down three times and not rebuilt after the last fire. &lt;br /&gt;&lt;br /&gt;The world's oldest animated picture, dice and backgammon set, and caraway seed has been found in Burnt City. &lt;br /&gt;&lt;br /&gt;TE/HGH&lt;/p&gt;

The Iranian leadership wants to keep the focus exclusively on nuclear issues to keep the limelight off potentially more explosive issues such as economic and social problems, violations of human rights, tyranny against oppressed nations, and discrimination against women. &lt;br /&gt;&lt;br /&gt;The international community in the International Atomic Energy Agency (IAEA) showed a united front in its decision to report Iran to the UN Security council on the 6th of March if Iran refuses to cooperate fully and will not halt all nuclear research. &lt;br /&gt;&lt;br /&gt;A lack of cooperation by Iran could lead to economical sanctions, or at worst, to a military confrontation between Iran and the international community. &lt;br /&gt;&lt;br /&gt;The Iranian government&amp;rsquo;s policies and its confrontational approach to international issues, especially its lack of cooperation with IAEA, makes it the sole party responsible for any definitive outcome.&lt;br /&gt;&lt;br /&gt;Punishing the Iranian government will hurt the Iranian peoples (especially oppressed nationalities within Iran) whom are already discriminated against in all spheres of life. This makes it urgent for all democratic forces in Iran to unite in the struggle to change the regime so as to avoid more difficulties for the people of Iran. &lt;br /&gt;&lt;br /&gt;In the other hand, the international community&amp;rsquo;s focus on the nuclear issue and its lack of emphasis on gross human right violations and suppression against oppressed nationalities has not been useful in rounding up the support of the Iranian people. &lt;br /&gt;&lt;br /&gt;The best way to hinder Iran&amp;rsquo;s extremist government from achieving its nuclear goals is to support and cooperate with the democratic forces that are struggling for people&amp;rsquo;s sovereignty and for a secular, democratic, and federal structure in Iran. &lt;br /&gt;&lt;br /&gt;Unlike in previous years, there is now a united opposition against the Iranian government.     <content>&lt;p style="text-align: justify;"&gt;&lt;strong&gt;A fascinating study of a sub-nationalism in which tragedy and farce are closely intertwined. &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The British were dismayed at Jinnah&amp;rsquo;s legal advice to Kalat. It was never independent, nor was Hyderabad. The Khan of Kalat acceded to Pakistan only on March 20, 1948, when his intrigues with New Delhi and Kabul were exposed. However, in mid-July the Khan&amp;rsquo;s brother returned from Afghanistan where he had fled with a lashkar (army). Pakistan&amp;rsquo;s army had to engage them. Unfortunately, successive governments neglected Balochistan and its sensitive part, Kalat, fuelling Baloch nationalism.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The book is an excellently researched study of that early phase until 1955. Policies pursued thereafter were no wiser, especially by Z.A. Bhutto and Zia-ul-Haq. The author is a German political scientist who did laborious field work in Sindh, the North West Frontier Province and the Iran-Pakistan transborder region of Balochistan. He is currently engaged in research on the evolution of Baloch nationalism and the role of the province&amp;rsquo;s rich natural resources as cause and target of the current conflict in the region. President Asif Ali Zardari, significantly, remarked that Balochistan has the first claim on its resources.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Baloch ethnic identity&amp;rsquo;s &amp;ldquo;transformation&amp;rdquo; to Baloch national identity is an arresting phrase. It can be used for upsurge in any region. The pioneer in the field was Innayatullah Baloch&amp;rsquo;s book &lt;em&gt;The Problem of Greater Balochistan: A Study of Baloch Nationalism&lt;/em&gt; (1987) published in Germany. The author had worked at the University of Heidelberg. The Khan of Kalat, Mir Ahmad Yar Khan, also wrote his memoirs, &lt;em&gt;Inside Baluchistan&lt;/em&gt;, which were published in 1975. Once the States of Kharan, Makran and Las Bolo acceded to Pakistan, his territory was diminished. The ones he considered to be his feudatories acted independently. Worse, he lost the precious seaboard.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The author holds that the roots of the present crisis lie in the period from 1930 to 1955 and portrays the evolution of Baloch national identity as a reaction to the territorial, political and cultural inclusion on the part of the All India Muslim League and the Pakistan movement. He argues that the birth of the Baloch nation was a consequence of the birth of the state of Pakistan in August 1947 and a result of the annexation of the Baloch proto-state of Kalat by that new state in March 1948. &amp;ldquo;Annexation&amp;rdquo; is surely a wrong word to use. It reveals the author&amp;rsquo;s approach, if not, indeed, his pro-Baloch bias.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;There was nothing inevitable about the troubles that arose. They were the result of bad policies. The author has delved into the archives of Balochistan extensively. The narrative is written in a lucid style.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In March 1952, the government of Pakistan announced the merger of Kalat and the other three States in a &amp;ldquo;Balochistan States Union&amp;rdquo;. After a promising start, the Union was dissolved and all four States were merged with Pakistan. Their rulers were pensioned off.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Unlike the Nizam of Hyderabad, the Khan of Kalat tried desperately to revive his demand for independence. He failed miserably but served as Governor of Balochistan from 1974 until his death in 1977.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Pakistan used high-handed methods most of the time to quell unrest in Balochistan. But the Khan had ceased to be a symbol of popular aspirations. On June 24, 1963, Nawab Khair Bukhsh Narri complained on the floor of the National Assembly of Pakistan that &amp;ldquo;people working for the Khan of Kalat had gone to the gallows while the Khan himself had returned, was forgiven and had become a patriot&amp;rdquo;. This is a fascinating study of sub-nationalism in which tragedy and farce were closely intertwined.&lt;/p&gt;</content>

&lt;p&gt;WASHINGTON - The State Department is seriously considering placing a shadowy anti-Iranian militant group on its terrorism list, a move that would send a conciliatory signal to Iran as the Obama administration is trying to restart diplomatic talks, according to US officials.&lt;/p&gt;
&lt;p&gt;The militia, known as Jundullah, or Soldiers of God, has killed scores of Iranian soldiers and border guards since 2003 and brazenly attacked an Iranian police station in December. Yesterday, it claimed responsibility for a rare suicide bombing Thursday in an Iranian mosque that killed 25 and wounded 125.&lt;/p&gt;
&lt;div class="articlePluckHidden"&gt;
&lt;p&gt;The Iranian government accuses the United States of funding the group, making its deadly attacks a key obstacle to rapprochement between the two countries. State Department spokesman Ian Kelly yesterday strongly condemned the killing of Iranian civilians and said that the US government does not fund Jundullah, whose fighters are disgruntled members of the Baluch ethnic minority.&lt;/p&gt;
&lt;/div&gt;

&lt;p&gt;"We do not sponsor any form of terrorism in Iran," Kelly said. "We continue to work with the international community to prevent any attacks against innocent civilians anywhere."&lt;/p&gt;

&lt;p&gt;But as debates rage in both Washington and Tehran over how to move forward with the first comprehensive diplomatic dialogue between the two countries in 30 years, some US officials argue that the administration should swiftly place a terrorist label on Jundullah as a sign of Washington's good faith.&lt;/p&gt;
&lt;/div&gt;

&lt;p&gt;To make the list, a group must "threaten the security" of US citizens or the defense, foreign relations, or economic interests of the United States. But the criteria are broad enough, US officials say, to argue that Jundullah should be placed on the list if stability in Iran is deemed to be in the interests of the United States.&lt;/p&gt;
&lt;/div&gt;
&lt;p&gt;Jason M. Blazakis, chief of the State Department's Designations Unit, declined to say whether Jundullah was being considered.&lt;/p&gt;
&lt;p&gt;But one official estimated that the State Department is halfway through the designation process, while another said the process is underway but might never be completed. Both officials spoke on condition of anonymity because of the sensitivity of the issue.&lt;/p&gt;
&lt;p&gt;Inclusion on the list would prohibit US citizens, companies, or government agencies from supporting the group, and trigger criminal or civil penalties for doing so. Another option would be for Jundullah to be put on a separate, much longer Treasury Department list of terrorist organizations whose assets can be frozen or tracked and who would face the same punishment.&lt;/p&gt;

&lt;p&gt;Last year, the State Department opted to keep another anti-Iranian group, the Mujahedin-e Khalq, on its terrorist list, despite strong pressure from European allies to remove it.&lt;/p&gt;

&lt;p&gt;In February, the Treasury Department designated the Party of Free Life of Kurdistan, an anti-Iranian guerilla group based in the mountains of Iraq, as a terrorist organization, because it is controlled by another group that was already listed.&lt;/p&gt;

&lt;p&gt;But Jundullah has been of particular concern to Iran because of its allegations of US support and because of increasing unrest in southeastern Iran where they operate and want more autonomy.&lt;/p&gt;

&lt;p&gt;On Thursday, a suicide bomber blew himself up in a mosque in the southeastern border city of Zahedan. Arabic news channel Al-Arabiya said a Jundullah spokesman called to claim responsibility. Yesterday, gunmen on motorbikes in the same city attacked a campaign headquarters of Iranian President Mahmoud Ahmadinejad, wounding three people.&lt;/p&gt;

&lt;p&gt;Iranian officials have swiftly blamed the United States and Israel for both attacks. The deputy governor of Iran's Sistan-Baluchestan province, Jalal Sayah, told the Fars news agency yesterday that the bomber was "hired by America and the agents of the arrogance."&lt;/p&gt;

&lt;p&gt;The claims of US interference are not new. Last month, in a speech to celebrate the Iranian New Year, Iran's Supreme Leader Ayatollah Ali Khamenei claimed to have intercepted communications between US officials and the Baluch&lt;strong&gt; &lt;/strong&gt;militants.&lt;/p&gt;
&lt;/div&gt;

&lt;p&gt;"Bandits, terrorists, and murders are in touch with American officers in a neighboring country," he said.&lt;/p&gt;

&lt;p&gt;"[The Americans] say, 'Let's negotiate. Let's start relations.' They have the slogan of change. But where is the change? Change has to be real. You change, and we will change as well."&lt;/p&gt;

&lt;p&gt;The New Yorker magazine and ABC News have reported that the US government has been in contact with Jundullah and used such groups to keep tabs on Al Qaeda, which operates in the same territory in Pakistan. A key source for the ABC News story was later discredited, and US officials strenuously denied both reports.&lt;/p&gt;

&lt;p&gt;One senior US defense official who has traveled extensively in Pakistan, including to Baluch areas, said the US military sees Jundullah as an enemy.&lt;/p&gt;

&lt;p&gt;"This is one area where the United States and Iran could potentially cooperate on counterterrorism," he said.&lt;/p&gt;

&lt;p&gt;Until now, the United States and Iran have fought their own separate battles in the lawless tribal areas of western Pakistan - US forces and their allies against Al Qaeda and the Taliban, and Iran against Jundullah. The group has found sanctuary among its ethnic countrymen in Pakistan, and crosses the border to launch attacks, just as the Taliban attacks Afghanistan.&lt;/p&gt;

&lt;p&gt;In 2005, nine Iranian guards died in a shootout after pursuing Jundullah fighters into Pakistan. In 2007, a Jundullah car bomb killed 11 Iranian soldiers. And last year, 16 Iranian police officers were kidnapped and executed after the arrest of the brother of Jundullah's leader, Abdolmalek Rigi.&lt;/p&gt;

&lt;p&gt;Banditry and militancy among the country's Baluch population - a Sunni Arab minority that often complains of discrimination at the hands of Iran's Shi'ite, Persian-led government - has simmered for decades. In the 1970s, the United States tried to help the Shah of Iran pacify Iran's Baluchi province, according to Alex Vatanka, an adjunct scholar with the Middle East Institute who is also managing editor of Jane's Islamic Affairs Analyst and Jane's Intelligence Digest.&lt;/p&gt;
